Empowered Care: Building Capacity for Metabolic Chronic Care with i-Screen in St. Lucia
NCDs account for 82% of deaths in St. Lucia; only 12% of patients achieve disease control. Drop-off rates from screening to diagnosis reach 35% for hypertension and 47% for diabetes. Cathay General Hospital and Taiwan ICDF deployed three programs: Seed Instructor Training brought 5 categories of St. Lucia healthcare workers to Taiwan for 1.5-month training, achieving a 20.59-point clinical assessment improvement. i-Screen Smart Screening System integrated with SLUHIS, identifying 10.2% cardiovascular and 16.2% diabetes high-risk individuals, reducing workload by 60%, with 11,278 records uploaded. Community Health Outreach built a screening-to-prevention care chain, facilitating 1,908 referrals and raising return visit rates by 10%. Advancing SDG 17.16 and 17.18, the project achieved 100% national coverage across all 8 health districts, earned the 2025 Taiwan NHQA Smart Healthcare Award, and was presented at the 2026 HPH Conference — establishing a replicable digital NCD model for the Caribbean.
