Addressing energy transition risks, the Yunlin County Civil Service Ethics Department established "Integrity-Driven Sustainable Governance" based on Transparency, Trust, and Protection. 1.Transparency: The Solar PV Management System with GIS technology and transparency zones reduces information asymmetry, saving 4,500 inquiries and 1,125 work hours annually. 2.Trust: For two consecutive years international bilingual forums, and through 79 regular dialogue mechanisms and visits to 27 enterprises fostered consensus among government, industry, and judicial sectors, achieving 98% satisfaction. fostered consensus among government, industry, and judicial sectors, achieving 98% satisfaction. 3.Protection: Reengineered the County Magistrate’s Mailbox system by whistleblower systems with anonymization and tiered access enhance human rights and institutional resilience. Aligning with SDGs 10, 16, and 17, the "Yunlin Model" is replicable across sectors. Its success is evidenced by local land agency having been selected from 23 participating agencies to enter the on-site evaluation stage, Transparency Award, fostering a trusted environment for public service and sustainable development.
