Yunlin County Fire Bureau

Guardian Communication Network
Extreme climate events have made communication failure a major disaster risk affecting emergency response, medical coordination, and government command. Through the “Guardian Communication Network,” Yunlin County established Taiwan’s first “All-Hazard in One” resilient communication system integrating microwave networks, P25 digital radio, low-earth-orbit satellites, regional video systems, and multi-layer energy backup. The project built 30 communication stations linking the county emergency center and all 20 township offices, while extending disaster Wi-Fi services to rural and coastal communities. With intelligent backup routing, energy storage, and renewable energy systems, the network can automatically recover within seconds and continue operating for over 72 hours during disasters. The project strengthens disaster resilience, supports SDGs 3, 9, 11, 13, and 17, and serves as a scalable model for resilient and inclusive disaster communication systems.
