Resilient Hualien: Whole-of-Society Disaster Preparedness and Mitigation Action Plan
Hualien faces severe climate challenges, including extreme rainfall and earthquakes. The Hualien Branch of ARDSWC has built a comprehensive disaster preparedness network spanning schools, families, and communities. By developing innovative educational tools like "Debris Flow Monopoly" and "Disaster Decision Crossroads," we transform professional knowledge into interactive learning to enhance risk recognition and emergency response for children and families. Collaborating with governments, academia, and local NGOs, we host workshops, teacher training, and family co- learning events to foster cross-domain knowledge sharing. Integrating soil and water conservation with green care and rural regeneration, we promote elder participation and intergenerational learning, creating resilient, inclusive, and vibrant rural communities. Aligning with SDGs 3, 4, 11, 13, and 15, this project builds safer, sustainable, and adaptive communities through grassroots education and cross-sector partnerships.
