SOVA NI BULA: The "Basket of Life" – Advancing Inclusive Primary Healthcare Through Digital Transfor
TaiwanICDF, in collaboration with USAID, Fiji’s Ministry of Health and Medical Services (MHMS), and National Taiwan University Hospital Hsin-Chu Branch (NTUH-HC), introduced the SOVA NI BULA (“Basket of Life”) platform to address Fiji’s high burden of non-communicable diseases (NCDs), which accounted for 86% of deaths. During implementation, TaiwanICDF became the first Taiwanese partner stationed directly within MHMS, facilitating close coordination and collaborative implementation. The project reached a milestone by digitizing Special Outpatient Department (SOPD) records for NCD management, resolving a critical bottleneck in health delivery. Since its launch in November 2024, the platform has generated 12,963 digital records and improved efficiency, reducing record retrieval time by 85% (from 30 minutes to 3–5 minutes). To strengthen sustainability, the system was incorporated into Fiji’s national health workplan, while intensive training strengthened local IT and workforce capacity. International partners, including JICA and SPC, recognized SOVA NI BULA as a scalable digital solution for strengthening Fiji’s primary healthcare system.
