CSMU Asia-Pacific Transnational Oral Health Sustainability Model for Vulnerable Populations
Since 2018, Chung Shan Medical University (CSMU), under Taiwan’s MOHW New Southbound Policy, has addressed oral healthcare gaps for vulnerable populations in Southeast Asia. Replacing short-term missions, we institutionalized a four-pillar framework: curriculum co-construction, clinical co-treatment, institutional co-governance, and policy integration. The Asia-Pacific Oral Health Co-learning Platform sustained cross-border teleconsultation and digital education throughout COVID-19. By 2025, this evolved into shared clinical accountability. A complex Indonesian maxillofacial referral was jointly managed via pre-operative assessment, bilingual consent, and remote post-operative monitoring. From 2023–2025, the initiative trained 644 professionals, established 6 training sites, and signed 19 MOUs. Partner universities formally embedded our modular curricula, increasing their independent capacity to manage moderate- complexity cases locally. This model transitions education diplomacy into resilient regional healthcare governance, directly advancing SDGs 3, 4, 10, and 17.
