Establishing ESG Governance in Civil Engineering Associations: From Pilot Case to Institutional Shift
In late 2023, Astray square partnered with the Taipei Professional Civil Engineers Association to launch Taiwan’s first ESG report by a juridical association. Through surveys, carbon inventory, materia topics assessment, and GRI alignment, the project built a transparent, modular, and replicable framework for sustainable governance. It empowered civil associations—traditionally lacking public engagement tools—with a language to address societal sustainability. The initiative adopted key international standards including GRI, GHG Protocol, and IFRS S2, and produced tools such as questionnaires, SOPs, and disclosure templates.
The first ESG report (2023 data) was published in 2024 and presented to the Mayor of Taipei, raising its visibility to the policy level. The second edition (2024 data) was published in 2025, continuing the annual disclosure. Astray square was invited to speak at associations in Taoyuan, Tainan, and Taichung, reaching over 350 professionals and becoming a model for others. An ESG implementation handbook will be released in 2025 to support broader adoption. The project marks a step forward in advancing sustainability culture across Taiwan’s professional sectors.
