Forging a National Anti-Fraud Governance Chain-CTBC's Thunder Project as Digital Shield
In the face of increasingly sophisticated and evolving fraud tactics, Taiwan is confronting dual pressures: rising financial risk and a growing challenge to institutional trust in legal systems. As the largest private bank in Taiwan, CTBC Bank has taken a pioneering role in deploying technology-enabled fraud prevention. Through the “Shield Alliance Defense Mechanism,” CTBC has developed an AI-powered fraud detection system encompassing four core dimensions—fraud identification, intervention, deterrence, and interdiction—which together reinforce a culture of risk awareness and digital defense across frontline operations.
Building on this foundation, CTBC Bank launched the “Thunder Project,” a governance-driven initiative in partnership with public-sector stakeholders to expand into four broader institutional domains: police–bank joint defense, preemptive risk detection, real-time judicial collaboration, and comprehensive fraud prosecution. This project marked a strategic shift from internal risk control to externally oriented governance, positioning CTBC as a front-runner in addressing system-level gaps in financial–judicial coordination.
