    Tainan City Government​ 臺南市政府環境保護局


    Tainan City Government, in a move “to effectively turn waste into valuable resources,” has installed a high-speed Bokashi composting system, an incinerator bottom ash recovery facility, Cang Jin Yard Restored Furniture Facility, a waste-to-energy solution, a tree branch depository, and launched the deployment of solar panels in landfills. From waste treatment, waste reuse to dissolution, the whole process is self-sustaining and treated with care.​
    Tainan City Government has successfully completed a number of circular economy-driven projects to fully realize its waste-to-resources policy. These projects include: a high-performance Bokashi fermentation method of kitchen scraps for composting; upcycling incinerator bottom ash (IBA) into usable aggregates (processed IBA or IBA aggregates) for public works projects; restoring and reusing old furniture; upgrading incinerators into high-performance electricity generators; chopping cut tree branches into woodchips for reuse, and deploying solar panels in capped landfill sites.
    Over the course of 2022, composting facilities throughout Tainan City successfully processed 10000 tons of kitchen scraps, generating approximately 1,840 tons of organic fertilizer valued at NT$680,000. 900 tons of the fertilizer were awarded back to the communities. What’s more, incinerator bottom ash treatment facilities in Tainan City produced 96,800 tons of aggregates and all of them were put to good use. On the other hand, Cang Jin Yard, a used furniture restoration center, takes in and repairs approximately 3,000 pieces of furniture and bicycles every year. It generated NT$3,494,466 of revenue from renovated home furniture in 2022, and received over 10,000 visitors for facility tours. 
    Chengsi Incinerator underwent a facelift to increase its power generation capacity by 26%, while reducing its water consumption by 76%. The tree branch cuttings repository received 283 requests and 600 tons of upcycled woodchips were distributed to applicants. Finally, Tainan City Government has deployed 13 solar projects of 15,593 MWp (megawatt peak) in capped landfills, generating twenty million kilowatts of power and earning NT$11.02 million from the power grid buyback program.
    Tainan City is a vibrant community noted for its diverse, multiethnic culture; its core community spirit is in full compliance with SDG 11: “making cities and human settlements inclusive, safe, resilient, and sustainable.” What’s more, waste management program prioritized in Tainan City’s environmental protection policy decision is in line with target six of SDG 11: “reducing the adverse per capita environmental impact of cities, including by paying special attention to air quality and municipal and other waste management by 2030.”​
    Tainan City is committed to executing the aforesaid circular economy visions to fully realize the waste-to-energy policy, and turning waste into useful resources to ensure environmental sustainability.
