ESG Management System in Local Government Operations
The City Council of Penang Island (MBPP) has established an Environmental, Social and Governance (ESG) Management System to integrate sustainability into urban governance, strategic planning, service delivery, and organisational operations. The system embeds environmental, social, and governance considerations into decision-making and long-term planning. Using a structured framework, MBPP strengthens policy coherence, monitoring, and accountability across departments, supporting data-driven governance and continuous improvement. It aligns municipal actions with climate resilience, efficient resource use, and inclusive community development, while enhancing transparency and stakeholder engagement. By institutionalising ESG practices, MBPP improves service quality, reduces environmental impacts, and promotes social well-being. The framework supports urban liveability and resilience to climate and socio-economic challenges, demonstrating commitment to sustainable and balanced urban development.
