Age Friendly City Penang Island (AFCPI)
Age Friendly City Penang Island (AFCPI) is a city-wide initiative led by the City Council of Penang Island to address the opportunities and challenges of an ageing population. According to the Department of Statistics Malaysia (DOSM), older persons aged 65 and above represented 8.0% of Penang Island's population in 2024, increasing to 8.5% in 2025. To prepare for this demographic transition, the City Council of Penang Island joined the World Health Organization Global Network for Age-friendly Cities and Communities in 2023 and launched the AFCPI Strategic Action Plan in 2024. Guided by WHO's eight age-friendly domains, AFCPI promotes healthy ageing, accessibility, social inclusion and active participation through urban planning, public services and community programmes. Through collaboration with government agencies, NGOs, academia, the private sector and local communities, AFCPI implemented 85% of its strategic actions during Cycle 1 (2023–2025). The initiative demonstrates how local governments can build inclusive, resilient and sustainable cities while contributing to SDGs 3, 10, 11, 16 and 17.
