Le-Lin Food Bank: From Food Distribution to Proactive Governance through Multi-Stakeholder Innovatio
Since its establishment in 2019, Le-Lin Food Bank has evolved from a traditional charity organization into a multi-stakeholder governance platform for regional development. It received the 2024 Taiwan Sustainability Action Award Gold Medal for SDG 2 and the 2025 Asia-Pacific Sustainability Action Award Gold Medal for SDG 8, reflecting its transition from hunger relief toward beneficiary self-reliance. With a certified Social Return on Investment (SROI) of 5.78, Le-Lin has gained international recognition. Its achievements were presented at the 2025 International Workshop on In-Kind Social Benefits, while Chairperson Hung Yu-Wen shared Le-Lin’s digital governance experience at the APEC 2025 International Seminar. In 2026, Le-Lin adopted SDG 17: Partnerships for the Goals as its core transformation objective. The launch of the Smart Food Distribution System established Taiwan’s first Quadruple-Helix Partnership Governance Model, integrating government, industry, academia, and civil society. The inauguration of the Le-Lin Sustainable Development Center in August 2026 will further institutionalize cross-sector collaboration and sustainable regional development.
