Health Bureau of Taichung City Government

Towards a Resilient and Sustainable City: Net-Zero Strategies for the Public Health System
The Health Bureau of Taichung City Government drives net-zero strategies across the public health system through a "Three-Tier Governance Framework," tracked monthly via "Sustainability Net- Zero Project KPIs." The first tier enforces internal administrative carbon reduction, including paperless operations, energy-saving equipment upgrades, and solar photovoltaic installations. The second tier guides medical and long-term care institutions toward sustainable transformation. Through the "Taichung Medical Institution Energy and Waste Reduction Initiative," the "Medical Institution Low-Carbon Certification Scheme," and the establishment of the Taichung Municipal Geriatric Rehabilitation General Hospital as a low-carbon model, the bureau leads the entire healthcare system toward net-zero. The third tier benefits all citizens by digitizing public health services and publishing the nation’s first municipal public health departmental Voluntary Departmental Review (VDR). By actively executing United Nations Sustainable Development Goals (SDGs) and deepening public health governance, the bureau successfully constructs a sustainable, resilient, and healthy city.
