Festivals as Mobilization for Resilient Cities: Tamsui Lifestyles Festival
Facing post-pandemic vacant shops and population displacement due to over-tourism , this project proposes a social mobilization mechanism: "Tamsui Lifestyle Festival". Transitioning Tamsui from a commuter "bedroom city" into a resilient "urban village" , this year-round framework empowers residents to reclaim historical streets through historic preservation. Driven by an institutionalized "Layered Asset Accumulation" methodology , the project implements six modular strategies (e.g., adaptive street museum modification, O2O gift baskets) to weave everyday lifeworlds and social memories. In 2025, co-hosted by the Tamsui District Office , the project established a Quadruple Helix network connecting 37 shops, 10 NGOs, and 6 government units. Rigorously validated by a state-of-the-art SROI evaluation dashboard , it generated $10,137 USD in co-created social value with a 85.2% recommendation rate, proving an autonomous financial SOP independent of grants. This provides a highly scalable paradigm for sustainable historic city transformation across the Asia-Pacific
