Inclusive Harmony in Sigang: Music-Led Co-Creation from Local Culture to Asia-Pacific
Inclusive Harmony in Sigang is a music-led social inclusion initiative by Southern Taiwan University of Science and Technology (STUST) that transforms local heritage from preservation into cultural co-authorship. Based in Sigang, Tainan, it responds to a key inclusion challenge: people with disabilities, elders, rural schoolchildren, returning youth, cultural actors, and students often encounter local culture as spectators rather than participants. The project builds a curriculum- based model through music co-creation, digital cultural translation, and inclusive public performance. From 2023 to 2025, it produced over 32 original songs, 8 podcasts, 10 documentaries, 10 ebooks, 3 illustrated books, and a touring musical, generating over 720 learning participations through courses, fieldwork, showcases, and co-creation. Its SROI evaluation reported a ratio of 1.81, generating NT$6,765,229 in social value from NT$3,737,980 in investment, with youth capability building contributing 60.6% of total social value. Advancing SDGs 4.5, 4.7, 10.2, and 11.4, the Sigang model is being tested with Nanyang Polytechnic, Singapore, as an Asia-Pacific framework for inclusive cultural co-creation.
