Empowering Yunlin: A Paradigm Shift in Sustainable Energy Governance
Since 2021, aiming for "2050 Net-Zero" and SDGs, Yunlin County transformed passive energy advocacy into a "Smart Energy Governance Model" for residential and commercial sectors (84% of local usage), earning top national subsidies. Highlights: Star-Rising Project: Subsidized 100+ businesses for carbon-reduction upgrades, saving 12,667 kWh/yr. Smart Rental Demo: Taiwan's first initiative solving the "split incentive" via smart monitoring, saving 1,855 kWh/yr across 10+ units. Big Data Targeting: Combined smart systems & Taipower data to diagnose high-growth users, finding 33,128 kWh/yr saving potential. Just Transition: Supported vulnerable groups with ITRI thermal paint for eldercare and energy-saving packages, saving 28,572 kWh/yr. Inspections: Conducted 900+ energy-efficiency inspections over 3 years without disrupting operations. Civic Engagement: Hosted participatory meetings to align plans with local needs. Rural Education: Used Japanese "Kamishibai" theater in 86 schools to inspire 97.5% of students. Saving 296,346 kWh this year, this project creates a highly replicable local sustainable governance model.
