Emergency Department Crowding Index Monitoring System (EDCI Monitor)
EDCI Monitor is a smart-healthcare governance initiative led by the Department of Public Health, Taoyuan to strengthen social inclusion and urban health resilience. Emergency departments are the public's critical safety net during sudden illness, influenza peaks, long holidays, and major incidents. When EDs become overcrowded, older adults, children, chronic patients, low-income families, new immigrants, and migrant workers face higher risks of waiting and delayed care. The project integrates real-time ED data from 11 emergency-responsible hospitals in Taoyuan, refreshed by API every five minutes. A dynamic, weighted EDCI model converts ED volume, triage levels, patients awaiting admission, prolonged stays, and clinical workload into red, yellow, and green signals. When thresholds are reached, the system notifies the Department and hospitals by email/SMS, enabling cross-hospital diversion, bed coordination, and in-hospital response within two to four hours. Since launch, the system has helped reduce prolonged ED stays, improve critical- care efficiency, and ease frontline reporting burden, establishing a Taoyuan model for coordinated health-safety governance.
