An-Xin Dian: Dignified Food Support Digital Meal Service Program
The Department of Social Welfare launched An-Xin Dian: Dignified Food Support, a digital meal service program that responds to temporary and urgent food needs among vulnerable residents through digital inclusion, public-private collaboration and a stronger social safety net. The program transforms paper meal vouchers into digital meal points, using an official LINE account, QR-code redemption, system-assisted screening and referral, and a suspended-meal mechanism. The service covers low- and lower-middle-income households, seniors living alone, people with disabilities, families in special circumstances, homeless individuals and residents who suddenly fall into hardship before qualifying for formal welfare support. Working with more than 270 eateries across Taoyuan’s 13 districts, it builds a localized, accessible and dignity-preserving food-support network. After full digitalization in 2025, supported meal redemptions increased from 1,802 in 2024 to 4,507 in 2025, while beneficiaries increased from 439 to 1,077, both about 2.5 times. The program demonstrates how digital tools can reduce stigma and connect local food resources with front-line social welfare support.
