APSAA 亞太永續行動獎(Asia-Pacific Sustainability Action Awards )-Outstanding Chief Sustainability Officer Award:
			LEOTEK CORPORATION

Hai-Tao, CHIN (Torrent Chin); President of LEOTEK & CSO, CEO of Cedars Digital
It is my great honor to recommend Mr. Torrent Chin, President of LEOTEK Corporation and CEO of Cedars Digital Pte. Ltd. Mr. Chin has consistently demonstrated outstanding leadership in integrating sustainability into both business strategy and technological innovation, delivering measurable impact across sectors.
At LEOTEK, he led the establishment of dual headquarters in Taipei and Silicon Valley and oversaw the deployment of AI-powered intelligent roadway infrastructure in over 30 countries. Following the acquisition of Dialight’s traffic division, LEOTEK became the largest smart traffic solution provider in the Americas. By integrating AIoT, human-centric lighting, and the company’s proprietary ECOridge ecological lighting technology, Mr. Chin addresses public safety, carbon reduction, and biodiversity protection simultaneously.
Among his most forward-looking initiatives is a national biodiversity conservation effort in collaboration with Taiwan’s Forestry and Nature Conservation Agency under the Ministry of Agriculture. This project deploys ECOridge lighting across 12 of Taiwan’s 45 ecological corridors to preserve native species habitats, while fostering cross-disciplinary research with experts in ecology and optics.
In 2023, Mr. Chin founded Cedars Digital in Singapore, focusing on generative AI for carbon intelligence. Its CarbonM platform automates carbon footprint modeling and emission factor recommendations, enabling companies to adopt data-driven strategies aligned with international net-zero standards. He has also advanced ESG education through a partnership with National Taiwan Normal University to establish a regional sustainability talent hub for the Asia-Pacific. The program equips students with practical knowledge of carbon disclosure frameworks (TCFD, SBTi, CDP) through real-world simulations using the CarbonM platform. Cedars Digital also contributes to Taiwan’s Ministry of Environment “Green Workforce Training Program,” with the goal of certifying over 1,000 carbon professionals within three years.
Mr. Chin’s work bridges innovation, policy, and education. His leadership and contributions exemplify the qualities of a forward-thinking sustainability officer. I strongly endorse his candidacy for this award, confident that he will continue to accelerate impactful sustainability transformation across the Asia-Pacific region.
