Chung-Tien Huang; Secretary-general
Secretary-General Huang Chung-Tien has served in the Taichung City Government for over 30 years. With his outstanding professional ability and management wisdom, he has served in important positions such as Director of the Environmental Protection Bureau, Director of the Urban Development Bureau, City Government Advisor, and Chief Executive Officer of the Low-Carbon City Promoting Office. He has experienced administrative and is one of the government's leading professional civil servants.
During his served as CEO, he formulate and promote the "Taichung City Low-Carbon City Autonomy Regulations", consist of 8 chapters and 53 articles The Regulations was officially promulgated on May 9, 2014. The ordinance promoted more than 30 related bylaws and programs across three key dimensions: living, production, and ecology. In accordance with Article 15 of the Greenhouse Gas Reduction and Management Act, Taichung also developed the "Taichung City Greenhouse Gas Control Implementation Plan", which outlined nine major goals and a total of 120 specific action plans. Through these comprehensive climate actions, Taichung aimed to transform into a low-carbon and resilient city, laying a solid foundation for effective local climate governance.
After Mayor Lu Shiow-Yen took office, Secretary-General Huang Chung-Tien served as the government's Chief of Sustainability. In his role as a sustainable blueprint planner, he immediately linked the government's 15 happiness policies with the 17 UN SDGs, assisted the mayor in formulating Taichung City's sustainable development policy blueprint, and promoted the UN SDGs in all three aspects of the environment, society, and economy. He also launched the "Sustainable Net Zero Trilogy", formulated "Taichung City Sustainable Net-Zero Autonomy Ordinance" draft, promoted the inclusion of net zero in the law, and laid the foundation for Taichung City's sustainable governance. And implement SDGs management and assessment every quarter to encourage innovation and R&D projects in various departments.
On this basis, Secretary-General Huang Chung-Tien assisted Taichung City Government team in achieving repeated sustainability achievements, and was awarded an A grade in the 2024 CDP rating, making Taichung a top city in the world's top 15% in climate governance; participated in the 2023 and 2024 "Asia-Pacific Sustainability Action Award" Livable Sustainable City Award, and won the highest honor "Outstanding" for 2 consecutive years; assist Taichung City published 2021 and 2023 Voluntary Local Reviews to date, and both versions have won the "Taiwan Enterprise Sustainability Award" government agency Voluntary Local Review evaluation platinum first place. In 2024, he led Taichung City Government team to participate in the "2024 Asia-Pacific and Taiwan Sustainability Action Award" and won 1 special award, 8 golds, 8 silvers, and 6 bronzes. The number of awards ranked first among the six major cities, making Taichung City's sustainable governance results recognized at home and abroad, helping Taichung move towards the vision of "Sustainable Happiness, Prosperous Taichung", with outstanding achievements and worthy of praise.
