Building a Net-Zero Governance Blueprint: Advancing Kaohsiung Toward a Livable and Sustainable City
Kaohsiung, a major industrial hub, is actively driving a sustainable transition. In 2023, carbon emissions dropped by 16.62 million metric tons, a 25% reduction from the baseline year—ranking first in Taiwan. In 2024, the city enacted the “Kaohsiung City Self-Government Ordinance for Development of a Net-Zero City,” and in 2025 passed its carbon budget. The city established the Committee for Sustainable Development and Climate Change Response to monitor 161 SDG indicators, launched a Net-Zero Academy to train talent, built a carbon platform to match needs, and formed an Industry Net-Zero Alliance to support business transformation. Annual Voluntary Local Reviews (VLRs) are published. Internationally, Kaohsiung engages in COP29, INC5, and collaborates with ICLEI on climate neutrality.
To address climate extremes, the city implements 64 adaptation measures, such as flood retention and drainage upgrades. Efforts span MRT expansion, green bonds, plastic reduction, BOF slag reuse, social housing, rent subsidies, and cultural preservation. Guided by its Net-Zero White Paper and Just Transition Guidelines, Kaohsiung advances steadily toward a livable, sustainable city.
