Juvenile 3P Model: Prediction, Prevention Protection
Taoyuan City, a modern city blending technology and humanity, is home to over 130,000 adolescents navigating critical stages of growth and self-discovery. These youth face academic and social pressures, along with external temptations and crime risks. Rising juvenile crime rates in recent years reveal not just behavioral issues, but deeper challenges such as family dysfunction, misleading social media, and fragmented public services—factors that hinder healthy development and impact social safety.
To address this, the Taoyuan Juvenile Counseling Committee launched the “Juvenile 3P Model: Prediction, Prevention, Protection,” based on innovation, cross-sector collaboration, and youth empowerment. The project builds an integrated support system by creating a shared youth database across departments, enabling real-time alerts and preventive strategies. It also promotes career exploration and positive growth through public-private partnerships. A feedback mechanism gathers input from youth and families to refine policies. Through a cycle of integration, service, and feedback, the project aims to identify risks, intervene early, support transformation, and reshape the future.
