Resilient Southern Cross-Island Highway Above the Clouds
The Southern Cross-Island Highway (SCI Highway)connects southwestern and eastern Taiwan. Severely damaged by Typhoon Morakot in 2009, it underwent phased reconstruction and reopened in 2022 after 13 years. In response to climate risks, emergency response protocols were improved, and road safety and resilience were strengthened. Designs focused on risk avoidance, with cross-sector cooperation to promote ecological conservation and monitoring. Measures such as scheduled park closures and wildlife activity windows prioritize ecological balance. In 2023, rural communications were upgraded to promote balanced development. Road reconstruction revitalized tourism and the local economy. Community initiatives and environmental education were introduced to raise public awareness. Local youth were encouraged to participate in ecological protection, fostering community identity and driving a long-term commitment to resilience, sustainability, and shared public welfare.
