Rescue Without Borders: Medical-and-Fire Guardian Alliance
Yunlin County faces challenges due to its large area, aging population, and limited medical resources. For critical patients, pre-hospital care and transfers are often delayed by distance and system limits, leading to poor outcomes. The “Rescue Without Borders: Medical-Fire Joint Action for Emergency Care” project, led by National Taiwan University Hospital Yunlin Branch and the Yunlin Fire Department, introduces three key mechanisms: pre-hospital electrocardiography to activate the cath lab, ultrasound-guided trauma triage, and joint rescue for trapped patients. These measures improve emergency response and access to care in rural areas. The project builds an integrated, cross-agency system and applies PDCA for continuous quality tracking, including pre-hospital exam volume, interpretation time, cath lab activation time, and team response time. It has improved diagnosis and transfer efficiency for heart attack and trauma patients. Recognized with national awards and drawing attention from other regions, the project demonstrates strong innovation and potential for wider adoption. It supports SDG 3 and SDG 11, offering a scalable, patient-centered model for rural emergency care.
