"Reading ability is a city’s competitiveness." To improve urban competitiveness, implement knowledge equity, and bridge regional resource gaps, Mayor Lu Shiow-Yen has been dedicated to building Taichung as a happy reading city since taking office. According to statistics, in 2023, the number of books borrowed in Taichung exceeded 19.38 million, setting a new record (a 60% increase compared to 2021). Furthermore, according to the "Taiwan Reading Landscape and National Reading Ability Annual Report 2023 by the Ministry of Education," Taichung was awarded as a "City with Outstanding Overall Reading Performance." The number of books borrowed per person was 6.81, the national first. The library has taken proactive measures by utilizing seven mobile library vehicles, implementing the “Taichung Reading Spots” campus reading promotion program, forming interdisciplinary cooperation, organizing story tours, promoting electronic resources, and other diversified services. These reading promotion services actively reach out to rural areas, schools, and communities, delivering library resources to every corner of Taichung City.
