SWC has the largest area of sandbanks, lagoons and wetlands in Taiwan. In 1986, a typhoon caused the backflow of seawater in Kouhu Yunlin, severely salinizing the land and making it impossible to farm, causing a large number of people to move out. Through innovative and environmentally friendly engineering methods, we successfully transformed the flooded lake into an ecological reservoir. This transformation not only restores the land's productivity but also creates thriving habitats for a variety of bird species. We have added recreational facilities to minimize disruption to local ecosystems, built visitor centers in low-sensitivity areas, and promoted low-carbon tourism. We entrust local organizations to operate the center, which will provide guided tours, themed tours, ecological experiences, local food, and souvenirs of local agricultural and fishery products. This will create more employment opportunities for residents and new economic income for local communities. The implementation of the action plan will ultimately achieve the goals of natural restoration, integration with water, and local economic growth.
