Zero-carbon Taipei with Sustainable Inclusion
Taipei City is an indicator city for our country's inclusiveness, diversity, and emphasis on sustainable development. As early as 2005, it took the lead in conducting urban carbon inventory in the whole country. Taipei City is the first among the counties and city in Taiwan to formulate the Taipei City Self-government Ordinances of Net Zero Emission Management by the Taipei City Council in 2022. It actively promotes carbon reduction tasks in various departments, and enhances the city's competitiveness.
However, in the face of climate change and the international trend of net zero, the city starts from urban regeneration and human-centered transportation. With a pioneering vision and pattern, it guides the creation of new smart technologies to solve various problems. To demonstrate the city's commitment to sustainable development, we have set the most challenging carbon reduction targets in the country, meeting the goal of reducing carbon emissions by 40% by 2030 (compared to 2005), by 65% by 2040, and net-zero emissions by 2050.
After the global epidemic dilemma and facing the city's aggressive carbon reduction goals, the use of smart energy has become the first choice to face net zero.
Starting from 2019, the city followed the United Nations Sustainable Development Goals (SDGs) for three consecutive years, and included it in the voluntary review report, which was published for three consecutive years on the Institute for international platform. Taipei City has released the "2050 Net Zero Action White Paper". The self-government regulations formulated by this city set "carbon removal", "green creation", "power saving", "green transportation", "waste reduction", "increasing foreign exchange", "adjustment" and "sustainability" as eight core items, focusing on the city's three major carbon emission sectors, such as housing and commerce, transportation, and waste, and comprehensively launching climate adjustment and net-zero emissions to move towards a livable and sustainable smart city.
1. Nature-based participatory sustainable capital
(1) Root civic participation downwards to build a friendly and sustainable city
Combining "participatory budgeting" with climate action, there are 33 participatory budgeting projects in 2022, and the promotion has been successful. Taipei City has promoted equal menstrual rights and travel subsidies for pregnant women, and built a sustainable city that is friendly and equal since 2022.
(2) Improve the city's ability to adapt and reduce the adverse impact of natural disasters
Promoted resilient communities through “whole-disaster management” to enhance adaptive executive power. As of 2022, 30 communities were certified with the One-Star Resilient Community Seal. It is also actively promoting to become a sponge city to cope with extreme rainfall, reducing disaster risks through heat wave warnings, and building water resource centers to ensure the quality of water supply.
2. Smart green energy application for post-epidemic recovery
(1) Placed emphasis on the development of green energy and net zero and promoted the electrification of the transportation to protect air quality and achieve net zero.
In April 2022, the “Taipei City Environmental Impact Assessment Criteria for Promoting Livable and Sustainable Cities” was amended. And in the same year, the city's solar power generation capacity and installation capacity both increased by more than 60%. Taipei City has promoted the air quality zone, with the annual average concentration of PM2.5 in 2022 lower than the World Health Organization's Phase 4 recommended value (10μg/m3) for the first time. Besides, we have promoted the electrification of transportation, with 650 electric buses running by 2023 and full electrification achieved by 2030.
(2) Post-pandemic transition to smart energy applications
Combining industrial transformation with epidemic prevention, we will be the first in the country to promote indoor air quality certification in 2023, encourage enterprises to adopt active epidemic prevention, strengthen ventilation and introduce air sterilization equipment, and introduce corporate ESG into sustainable urban development.
The city’s promotion of smart cities won the 2022 Global Information and Communication Technology Application Excellence Award. In 2023, subsidies for energy creation, energy storage and energy-saving equipment will be provided for residential and community buildings, and distributed power generation will be promoted to promote the diversification of energy use and improve the city’s adaptability.
3. A friendly, inclusive, and shared society
(1) Fulfilled safe and sustainable housing justice and implement social housing with circular economy
Introduced energy management systems and ICT solutions to promote the recycling and sustainable use of buildings.
(2) Built a sustainable transportation system and become a model city for green-friendly transportation
Promoted 1200 regular tickets of Taipei–Keelung metropolitan area to strengthen the connecting services of public transport.
(3) Protected the biodiversity of the ecological environment and secured green resources for a sustainable capital city
In 2022, Tianmu Park was awarded the International Federation of Landscape Architects 2022 Distinction Award, demonstrating the executive power for nature-based climate action.
Facing the 2050 net-zero goal, focus on the development of smart zero-carbon buildings in the residential and commercial sectors, the promotion of low-carbon and green transportation in the transportation sector, and the implementation of full-cycle zero-waste in the waste sector. It is expected to use innovative thinking, technological means, and sustainable practices to build a world-class capital that takes into account the symbiosis of environmental resources, the sharing of social security and progress, and the growth of economic, technological and intelligent growth.
