Chiayi City Government - An Ideal City-Home Shared by All Ages, Livable for Generations
Numerous countries have taken note of the environmental impact of climate change, and successive governments have advocated statements and initiatives related to 2050 Net-Zero Emissions. The National Development Council announced on March 30, 2022, Taiwan’s Pathway to Net-Zero Emissions in 2050. Huang Min-hui, the mayor of Chiayi City, participated in Earth Day activities this year and signed a climate emergency declaration in the presence of the Greenpeace Foundation, signifying that the city will join the global fight against climate challenges. Simultaneously, to establish a city “shared by all ages and livable for generations,” four policies were formulated from the following respects, "regional reconstruction," "industrial creation," "aesthetic design," and "social support.” With interdepartmental cooperation, Low-Carbon Adaptation and Sustainable Development Committee have been set up. According to its tasks and responsibilities, the committee was divided into five steering groups: "environment sanitizing," "sustainable economy," "green transportation," "disaster prevention," and "sustainable community," in which 12 targets and 39 sustainable development indicators were drafted.
Urban governance by applying design thinking is introduced in the city. The Central Plaza has been transformed into a forest adventure playground, and Zhongzheng Park became an encyclopedia of games, creating parks 2.0 of infinite creativity; the old prison dormitories have been turned into experimental wood farms to cultivate wood industry talents; the homeless shelter has been converted into Chiayi Youth’s base, which boosted the pass on and the education of the wood industry from regional vitalization. It is always been our goal to build a complete bikeway network for tourism, commuting, and recreation surrounding the city. Meanwhile, the country's first electric bus equipped with low-chassis and YouBike are adopted to reduce transportation-related greenhouse gas emissions. By constructing a comprehensive low-carbon transportation network, Chiayi is now a city where people can go on traveling with low-carbon.
Advocating green building designs at the same time, the sufficient sunshine was utilized and the “Green Energy on Every Roof” program was implemented among the citizens, such as the installation of solar panels on the rooftops of municipal and public real estate, general and collective housing, and the municipal primary and secondary schools. The program assists in not only energy saving and carbon reduction but also cooling the buildings. Additionally, to realize housing equality and ensure everyone has access to safe, affordable housing and fundamental services, social housing, the subsidies for renting houses, and the setup of “no-waste refrigerator” are kept pushing forward to fulfill social equity and justice.
The public's problem-solving capability and their influence on the local community are fostered through lectures, workshops, competitions, and the power of local entrepreneurs, prompting the public to focus on and engage in the public issues of the city, for the purpose of creating an environment that values both economic development and social justice, and building a sustainable and livable city that promotes the social, regional, and environmental good. Chiayi City is known as a century-old capital of wood. According to the statistics in 2020, there are more than 6,000 wooden buildings in Chiayi, which are the most important cultural assets of the city and the most prominent feature of the cityscape. In order to safeguard the wood capital and the Indigenous cultures, apart from promoting the preservation and inheritance of related cultures, the Indigenous peoples’ right to education is also guaranteed so as to strengthen their adaptability and competitiveness in a new era. For instance, after-school classes are offered for students to develop their multiple intelligences. The financially underprivileged indigenous people are assisted in improving their living conditions, and their medical and living subsidies were approved; plus, the publicity and counseling on loan and credit insurance business were actively promoted to ensure the indigenous peoples’ income and the quality of their lives to further realize social fairness and justice. Chiayi city has continued to create safe and inclusive public spaces in order to meet the sustainable urban development goals. Via the construction and the improvement of parks and greens, an accessible green space for all ages and the service quality shared by all ages have been created. As a result, the citizens can lead lives of comfort and ease.
